Supplies Needed:
Paintshop Pro 9
Decorative ding font. I used Art
Deco. Download here.
New image - 300 X 300 - Transparent Background
Materials Palette:
Foreground - Black
Background - Null
ArtDeco Size 200 Upper Case "A" - Click Apply
Objects > Align > Center in Canvas

Convert to Raster Layer - Name the layer OUTLINE.
You can floodfill the bottom layer with white or a bright color so you can
see what you are doing or you can leave it transparent. .
Select the Outline layer
Magic wand...
Magic Wand settings -
ADD
Match Mode: RGB Value or Opacity - Either will work

Start with dress (largest area) and click wand inside first dress area. Click
all the dress areas.
Selection > Modify > Expand 1
New layer > Flood fill with color, pattern or gradient.
Drag filled layer below Outline Layer
.
Use a very light inner bevel to give it more dimension. These are the
settings I used for the dress
and the moon background.
 
Play with adding noise, pattern, bevels, dropshadows to your selections.
Return to Outline layer and select the next area with your magic wand that
you want to add color to.
Once selected, add a new layer and flood fill with your next color
choice.
Sometimes you cannot get the wand to select the smallest areas. Not to worry.
Switch to the lasso tool with the same settings and draw around the tiny
areas inside the black outline.
Always expand the selection by one (or more) before you floodfill.
Remember to drag your new filled layer below your outline layer and make your
selections on the Outline layer then add a new layer for the next
selection..
When you have all the sections filled and colored to your liking, hide the
bottom layer, and merge visible. Unhide your bottom layer. If you are saving
this for a tube, delete the bottom layer.
If you are making a button, floodfill the bottom layer to your liking.
Buttonize it or give it a border... your call.
